OPEN EDUCATIONAL RESOURCES IN GOVERNMENT SCHOOLS OF THE FEDERAL DISTRICT
AN ANALYSIS OF BRAZIL’S FEDERAL DISTRICT LAW nº 5.592/2015

The government of the Federal District in Brazil, through Law No. 5.592/2015, recognizes the need to make available educational resources developed or acquired with public funds. Based on the aforementioned legislation, this article aims to verify whether this Law is indeed practiced by government schools under the jurisdiction of this federative unit. To this end, an exploratory research was carried out comparing what is required by the legislation and the information available on three government schools’ websites in the Federal District, one of each executive, legislative and judiciary branches. The analysis criteria were defined as: ease of access to materials on the school's home page; materials available in the institution's repository; and the level of openness based on the use of flexible licenses with internationally recognized technical standards. The result of the research shows an analysis of what the Law provides and how the availability of educational resources occurs in practice. It was observed that the three government schools have gaps in achieving what the legislation establishes. In this sense, the final considerations point to existing alternatives for organizing the access to educational resources in an open level to the public in government schools and practices that promote the sustainability of these materials, as well as the improvement of the visibility of these public administration bodies that can offer resources for quality and accessible education for the population.
