THE DEMOCRATIC UTOPIA (!?) IN THE MANAGEMENT AND GOVERNANCE OF OPEN EDUCATIONAL PRACTICES AND RESOURCES

The thematic focus is centered on critical thinking about publicpolicies, management and governance around the democratic utopia advocated by Open Educational Practices and Open Educational Resources (OER). Guided by Design Based Research (DBR), the content analysis is centered on official documents and context of implementation of PEA and OER in curricular components of courses for professors and public managers via the distance modality in Open University of Brazil system. The results show a retracted political and institutional scenario, driving the need for continuous critical vigilance to integrate the principles of democratic utopia. Even with the signaling about OER in some official documents, the production of critical knowledge needs to problematize the proprietary culture, the restrictive and reserved rights of the resources, as well as the platformization that has occurred with closed software and hardware frameworks Conclusions are included around the optimization of Technological-Pedagogical Fluency so that open practices and OER can be consolidated with policies management and governance for democratization of access, production and sharing of knowledge as a universal subjective right.
