THE STRUCTURING OF DISTANCE EDUCATION AS PUBLIC POLICY IN BRAZIL

This article stems from a bibliographic research that investigates the impact of regulations and legislation related to Distance Education (DE) in the Brazilian educational context. The research examines how the structuring of this educational modality has been influenced by neoliberalism, both in terms of regulation and in the design of incentive programs. The study explores the creation of public policies, provides a brief history of DE in Brazil, and analyzes the impact of neoliberalism in this context. Additionally, it discusses the consolidation of initiatives for promotion, particularly the Open University of Brazil and the e-Tec Brazil Network. The results of the analysis highlight the deep interconnection between the principles of DE and the pillars of neoliberalism, whose influence also manifests in the promotion programs. The assimilation of these principles in DE regulation affects how the modality is conceived, regulated, and promoted. The research reveals that DE goes beyond being a mere response to contemporary educational needs, emerging as an expression of neoliberal-oriented policies. Promotion programs, such as the Open University of Brazil and the e-Tec Brazil Network, embody emblematic examples of the infusion of this ideology into the structure of DE. These programs reflect not only the aspiration to expand access to education but also the promotion of values aligned with the neoliberal philosophy, such as flexibility, efficiency, and individualization of learning. In summary, this study explores the intersection between DE, public policies, and neoliberalism in the Brazilian landscape. It demonstrates how this educational modality is shaped not only by pedagogical considerations but also by underlying political and economic ideologies. Understanding these influences is crucial for thorough assessments of educational policies and for promoting more equitable and inclusive approaches in the context of Distance Education.
