REFLECTIONS ON THE INQUIRIES OF ANGOLAN MANAGERS ABOUT THEIR IMPLEMENTATION PROCESS

Distance learning has been a major challenge for Angolan higher education institutions. However, several managers have questioned how to materialize this form of education in the country, in order to promote the democratization of education and its quality. This article aims to analyze the main inquiries of Angolan managers from the first online conference on distance learning and hybrid learning, under the theme distance learning: A modality of teaching and learning necessary in the higher education subsystem in Angola. The aforementioned event was organized by the Council of Rectors of Angolan Universities (CRUANG), in the year 2020, when the emergence of the pandemic of COVID-19. The concept and the systemic vision of the distance learning served as a theoretical contribution to the conduct of this research. The qualitative approach as a methodological tool, the participatory observation as a technique for the production of data and the ideographic analysis to extract the units of meanings, i.e. the inquiries of managers in relation to the aspects of the systemic vision of the distance learning, constitute the stages of the research. It is believed, that, the reflections found from these inquiries can serve as a basis to guide and stimulate Angolan managers in the process of implementation and institutionalization of the distance learning in their IES, which are still in the stage of initialization. It was found that financial sustainability, both physical and technological infrastructure and the capacitation of human resources to operate in this form of education are critical factors of success.
