THE NEW NEOLIBERALISM AND OPEN AND OPEN DISTANCE LEARNING (ODL) IN BRAZILIAN UNDERGRADUATE PROGRAMS

In this essay, we problematize the expansion of undergraduate programs in Brazil through Open Distance Learning (ODL) and seek, therefore, its connections with the prevailing neoliberal and market logic. We intend, therefore, to problematize the meanings (hidden or not) that emerge from the democratizing political argument about the massive offer of remote learning courses, as if the frank expansion of the offer symbolized the supreme value of the democratic ideal. In this essay, we will seek to shed light on the issue from the current stage of capitalism, which has as its backdrop the investment in people as a form of production and reproduction of capital accumulation. We understand, therefore, following the thought of Dardot and Laval (2016), that neoliberalism overcomes economic and ideological reductionism, becoming a new reason for the world disseminated in social relations and in all dimensions of life. In addition, we expand the discussion based on Socarrás' (2011) elaboration, for whom the neoliberalism of privatizations gives way to entrepreneurialization and management as new characteristics of the “new neoliberalism”. From this brief context, we seek to place ODL as an educational modality aligned with such assumptions and destined to the formation of the neoliberal man, who is expected to be a “self-entrepreneur”, a competitive man, subject to the laws of global competition. Thus, the articulation between the materialization of public policies through a reading of the political temperament is essential to understand the ideological aspects that constitute them and, more than that, their alignment with the interests of the market and advanced capitalism.
