THE DYNAMICS OF TOTAL BUDGET EXPENDITURE OF THE UNIVERSIDADE ABERTA DO BRASIL - UAB SYSTEM FROM 2008 TO 2019

The purpose of this text is to present the dynamics of the total budgetary expenses of the Open University of Brazil System, in the historical period from 2008 to 2019, based on quantitative data provided by the Coordination for the Improvement of Higher Education Personnel – CAPES, through the Directorate of Distance Education – DED. For this purpose, the methodological paths adopted were Bibliographic Research and Documentary Research, using the qualitative and quantitative approach of investigation. The results show that the total budgetary expenses of the Open University of Brazil System, from 2008 to 2019, expressed an oscillatory behavior and prioritization of expenses with scholarships vis-à-vis funding. And that, also, these expenses always ran on account of the budget appropriations annually assigned to the MEC and the FNDE, always observing the limits of movement and commitment and of payment, indicating, therefore, discontinuity in the proposal and in the offer of financing to the UAB System, as a way of reducing government spending, which greatly weakens the continuity and sustainability of the Open University System of Brazil.
